“Makkah Joint Defence Agreement,” Detailed Content Analysis

A statement by the Saudi Press Agency, Saudi Arabia’s official media arm on August 07 outlines some details of the “Makkah Joint Defence Agreement,” [MJDA] signed by the three leaders of Saudi Arabia, Türkiye and Pakistan respectively - HRH the Crown Prince, the President of Türkiye, and the Prime Minister of Pakistan.
For the record this statement by the SPA is Joint on behalf of the three leaders, pictures showing the document being held by Crown Prince Mohammed Bin Salman, President Recep Erdogan and Prime Minister Sharif were flashed across the global media.
Importantly the text of the agreement is not released and is unlikely to be for ambiguity remains the essence of such pacts between Middle Powers in their own rights who do not wish to offend in any way the powers to which they are betrothed, in this case the United States.
While there has been much analysis of what the MJDA means for each of the principal signatories Saudi Arabia, Turkey and Pakistan a content analysis of the Statement as at Annexure could reveal symbolism and the strategy.
Firstly after the preliminaries of greetings and signing of the agreement the statement goes on to state the following key facets-
“Guided by the longstanding historical ties among the three states, based on the enduring bonds of brotherhood and Islamic solidarity that unite them”, is a reaffirmation of well known facts of the three particularly Pakistan firming up brotherly relations with Saudi Arabia and Turkey.
The phrase, “building upon their shared strategic interests”, could be debated as to what are the common strategic interests of the three placed in diverse geographies and facing a varied threat paradigm, commonality of interest appears to be juxtaposed rather than realistic.
The, “longstanding defense cooperation,” indeed reaffirms existing reality.
While the “three states' shared commitment to further strengthening their collective security and to promoting peace, security, and stability in the region and beyond, in pursuit of a secure and prosperous future,” may invite some debate.
The Agreement to be translated into a Collective Security Pact will require extensive frameworks and organisations thus evolution of these needs to be watched for.
The statement highlights that the “agreement is intended to strengthen collective deterrence against any act of aggression”, here collective deterrence could mean nuanced dissuasion over an adversary rather than deterrence as there is only one common adversary that could be highlighted for the three- Israel.
As for India and Iran seen as adversaries of Pakistan and Saudi Arabia/Turkey respectively without acceptance of these by all three would remain at best symbolic.
Here should deterrence imply nuclear as well with Pakistan being the sole provider of this strategic protective umbrella remains to be seen.
The phrase, “any armed attack against any one of the three states shall be regarded as an attack against them all,” has invited maximum debate. What is important is how does it work practically.
Even though Pakistan and Saudi Arabia have signed a similar agreement in September last year but for placing troops and fighters, there has been no commitment by Islamabad despite the series of attacks on Riyadh by Iran as well as its proxy the Houthi militia in Yemen. Though the clause may be the first to be tested in the ongoing Iran and US war in the Gulf.
The final phrase, “It further provides for the enhancement of all aspects of defense cooperation among the three states,” is a work that is already in progress. Does it attain a stronger framework in the arenas of defence industry, arms sales etc remains to be seen.
To sum up, the Makkah Joint Defence Agreement as of now is a statement of intent and how each of the key components of the same highlighted in the content analysis above are fleshed out will determine the strategic impact.
The Indian Ministry of External Affairs has done well not to react to the event proactively and will possibly if at respond at an opportune time.

A joint statement was issued today at the Makkah Al-Mukarramah Summit for Joint Defence between Saudi Arabia, Türkiye, and Pakistan as follows:
At the gracious invitation of Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud, President of the Republic of Türkiye Recep Tayyip Erdoğan and Prime Minister of the Islamic Republic of Pakistan Muhammad Shehbaz Sharif paid a visit to the Kingdom of Saudi Arabia on August 7, 2026.
His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister, received President Erdoğan and Prime Minister Sharif at Al-Safa Palace in Makkah, where the Makkah Al-Mukarramah Summit for Joint Defence was held, during which the distinguished relations between the Kingdom of Saudi Arabia, the Republic of Türkiye, and the Islamic Republic of Pakistan were reviewed, along with a number of issues of mutual interest.
