China’s 15th Five Year Plan for Services and Support for PLA Veterans

While highlighting provision of services and support for PLA veterans over the next five years, the plan calls veterans as a valuable asset to the Party and the Country and called upon veterans to firmly listen to and follow the Party


A Xinhua Report on September 15, highlighted that the General Office of the CPC Central Committee, the General Office of the State Council, and the General Office of the Central Military Commission jointly issued the "15th Five-Year Plan for the Service and Support of Veterans" (hereinafter referred to as the "Plan").


The Report highlighted that “veterans are a valuable asset to the Party and the country, and an important force in advancing China's modernization. Work related to veterans is crucial to reform, development, stability, and the cause of building a strong military. It calls for fully implementing Xi Jinping's thought on strengthening the military and his important expositions on veterans' affairs, adhering to the principle of serving economic and social development and national defense and military construction, taking the high-quality development of veterans' affairs as the theme, and further deepening the reform of veterans' management and support as the driving force”.


On management of veterans affairs effectively, the Report highlighted that the 15th Five Year Plan, “emphasizes continuously improving the organizational management system, operational system, and policy system, and effectively receiving, resettling, serving, educating, managing, enabling veterans to play their roles, and safeguarding their rights, making military service a respected profession in society and veterans respected individuals in society”.


“The plan proposes that during the 15th Five-Year Plan period, the work related to veterans should adhere to the leadership of the Party and guide veterans to firmly listen to and follow the Party; adhere to the people-centered approach and safeguard the legitimate rights and interests of veterans; adhere to upholding principles and innovation, and deepen reforms in key areas and crucial links; adhere to military-civilian coordination, and strengthen the connection between policies and systems and the coordination of work measures; and adhere to differentiated policies to enhance the accuracy, convenience, and sustainability of services and support,” adds the report.


“The plan outlines a series of key tasks, focusing on improving the governance system for veterans' affairs, deepening ideological and political guidance and commendation, promoting high-quality resettlement and employment for veterans, enhancing the level of support for veterans and their families, and improving the efficiency of services and support for veterans. It also proposes projects such as improving the quality and efficiency of veterans' service centers (stations), upgrading and renovating martyrs' memorial facilities, and enhancing the capacity of the preferential treatment, medical care, and elderly care system,” as per the Report.
