Maldives Forecast September 2026: High Politics and Economic Concerns

Maldives the beautiful atoll nation holds a critical strategic maritime location in the Indian Ocean region and thus enjoys much attention in the region, yet high politics in Male and debt profligacy creates a spiral of uncertainities.


International Relations


The issue of transfer of sovereignty of the Chagos Archipelago to Mauritius, ending over two centuries of British rule, in exchange for allowing the US and UK to continue operating the strategically important Diego Garcia military base for the next 99 years in 2025 is likely to remain one of the core factors in international relations as Maldivian President Dr Mohamed Muizzu has invited UK Prime Minister Andrew Burnham for official talks and engagement on matters concerning the sovereignty of the Chagos Islands. This comes after UK decided in April 2026 to shelve the plan after opposition from US President Donald Trump, who, in February, called the deal a “big mistake.” President Muizzu’s administration also asserts that the Maldives has historical claims to the archipelago dating back centuries, and is also geographically closer to the islands than Mauritius. Mauritius decided to suspend all political relations with the Maldives in February over its stance on Chagos. It is unclear when the UK Maldives talks on Chagos Archipalego  will be held, this is also likely to be a key domestic political issue in Male.


QUAD countries are expected to sustain support to Maldives given a key geographic location in the Indian Ocean and offset substantial Chinese presence. In August, Maldives and Japan, signed an agreement on a MVR 14.7 million grant to support scholarship opportunities for Maldivian students. Japan will provide a grant of 152 million Japanese yen, equivalent to approximately USD 951,915.81, to support the program. State Minister for Higher Education Ahmed Shafeeu told state media that the partnership will enable Maldivian students to pursue their studies at prestigious universities in Japan.


Regional Relations


Building on efforts to ease regional tensions, the government reaffirmed its commitment to deepening the bilateral security and economic partnership with India and concurrently balanced relations with China, utilizing completed infrastructure symbols such as the China-Maldives Friendship Park to reinforce its development narrative.


Some concerns are emerging over relations with India which are not unusual with opening of consulates - Maldivian Consulate in Bengaluru, India, and an Indian Consulate in Addu City, Maldives. The proposal to establish an Indian Consulate in Addu City was initially introduced during the previous administration. On May 24, 2021, the Union Cabinet of India, chaired by Prime Minister Narendra Modi, formally approved the proposal. At the time, the then-opposition PPM/PNC coalition—which currently leads the government—strongly criticized and opposed the move. Now it is apparent that the Maldives government is unwilling to open these consulates possibly due to Chinese pressure.


Political Developments


The political landscape is continuing to evolve with high politics leading to differences between the top leadership. Politics for Presidential Elections to be held in 2028 is assuming much debate and heat in Maldives. The main contestants are the incumbent President Dr Mohammad Muizzu who will be the People's National Congress (PNC) candidate. Former president Abdulla Yameen Abdul Gayoom will represent the People's National Front (PNF) a party that was formed after split with the PNC as a fallout of breakup between Muizzu and Gayoom after the 2023 polls.


The main opposition party the Maldivian Democratic Party [MDP] has multiple aspirants including former President Ibrahim Mohamed Solih, former Party chairperson Fayyaz Ismail, who is running for the ticket with former President Mohammad Nasheed’s backing, former vice president Faisal Naseem and party’s former president and foreign minister Abdulla Shaheed who has already begun campaign tours to the atolls. The MDP lost the presidential polls after a split between Solih and Nasheed which led to the latter forming a new party leading to division of votes of the party supporters and contributing to the win of Muizzu.


With the objective of splitting the ruling PNC parliamentary members former president Abdulla Yameen Abdul Gayoom alleged that a "secret revolt" is underway within the legislative body. Speaking at a People's National Front (PNF) gathering, Yameen claimed that a secret coup is underway within the Parliament as some parliamentarians are deeply dissatisfied with President Dr. Mohamed Muizzu, particularly over the ongoing dollar crisis. Ibrahim Falah, the PNC’s Parliamentary Group Leader and Inguraidhoo MP, said members of the 20th parliamentary assembly remain firmly committed to supporting President Muizzu


Meanwhile coincidentally or otherwise police state that former President Abdulla Yameen Abdul Gayoom told officers that he was not privy to any information to back his allegations that large blaze in 2024 that burned down a block of government buildings in Male’ City was an act of arson, when they attempted to serve summons to bring him in for questioning for the investigation into the allegations. This comes as in a PNF rally, Yameen alleged that the fire was an act of arson, and the police were aware of the culprit and were in possession of evidence against them. The police were directed to investigate Yameen’s allegations by Home Minister Ali Ihusan. The 2024 blaze marked the worst fire at a government building in the country’s history, and led to loss of important documents, including those related to public housing.


Execution of legislative overhauls under President Mohamed Muizzu’s government, economic diplomacy efforts remained the other stream. On August 31, 2026, President Muizzu signed multiple critical bills into law. Key measures included ratifying the Land Transport Bill, the 4th Amendment to the Tax Administration Act, and new legislation targeting illegal maritime activities within Maldivian territorial waters. Furthermore, the Cabinet approved plans to formulate a legal framework for offshore oil, gas, and mineral exploration.


Economy

 

The exchange rate for US dollars in the Maldives black market has risen above MVR 22. While the official rate remains pegged at MVR 15.42, by mid-year, the black-market rate for the dollar has surged to between MVR 21.60 and MVR 22.10 or approximately 40 percent higher than the official rate.


The government's measures to resolve the dollar issue are being taken after research and will produce good results, President Dr. Mohamed Muizzu said. Forcing resorts to convert 40 percent of their dollar income will irrevocably bankrupt resort businesses and harm all industries connected to them, opposition MDP Chairman and former President Mohamed Nasheed said.


In a positive development, The Government of Maldives and the International Islamic Trade Finance Corporation (ITFC) have signed a new five-year Framework Agreement that will facilitate the mobilization of up to USD 1.5 billion to finance public- and private-sector trade operations in the Maldives The agreement was signed during an official visit by ITFC Chief Executive Officer Eng. Adeeb Yousuf Al Aama. Finance Minister and Islamic Development Bank Governor for the Maldives Hassan Zareer signed the agreement on behalf of the Maldivian government. Under the framework, financing will be provided for the import and export of essential and strategic commodities, as well as trade financing for state-owned enterprises and eligible private-sector companies. The agreement also allows for financing lines to be established through Maldivian financial institutions, enabling expanded support for small and medium-sized enterprises and other private-sector businesses.
