Sri Lanka: Debate on 13th Amendment The 13th Amendment continues to be one of the solutions offered for meeting the aspirations of the Tamils in Sri Lanka. Despite commitment of the Sri Lankan government expressed through numerous assurances to the Indian side including by President Mahinda Rajapaksa there has been no progress on this issue. There is also a sense that the Sri Lankan government is moving away from implementing the 13th Amendment. The issue was also discussed in separate discussions held by Shri Salman Khurshid External Affairs Minister with Prof. G.L. Peiris his Lankan counterpart Prof. G.L. Peiris.
