Japan’s New Defense Programe Guidelines: Preliminary Perspective

In a nuanced transformation, Japan is moving from a policy of passive defence to “conduct the minimum necessary counterattack,” for which capabilities are now being created. Japan’s Diet has passed the new, National Defense Program Guidelines" and "Mid-Term Defense Program". Japanese Defense Minister Mr Takeshi Iwaya outlined salient features of the same in a Press Conference in Tokyo on 18 December. The complex and uncertain environment in Japan’s periphery has been a key driver for change in the overall approach which while continuing to follow the Constitutional guidelines of self defence outlines strengthening of capacity, “to continue going forward as a peaceful nation, Japan must strengthen its capacity to protect the lives, welfare and assets of the Japanese people, and Japan's sovereign territories, waters, and airspace through independent, self-determined efforts,” said Mr Iwaya............................
