Kachin ceasefire talks at impasse over killing of cadets The monthly meetings of the Conflict Negotiation Committee will not restart until the Nay Pyi Taw government meets with the Kachin Independence Organization to discuss the killing by the Myanmar army of 23 trainee Kachin cadets, according to a peace broker.U San Aung told Mizzima December 19 that a union level meeting is needed.“The KIO has offered to hold the meeting but government has not replied so far,” he said.On November 19, 23 cadets at a KIO officers training camp on the Myanmar-China border were killed and 20 were injured by a Myanmar army artillery shell.
