Chang Wanquan looks into border defense in Yunnan China Military Online reported that  Chang Wanquan, member of the Central Military Commission (CMC), state councilor and defense minister of the People’s Republic of China (PRC), recently surveyed border defense work in places including Dehong, Baoshan and Nujiang in southwest China’s Yunnan province.
