Revival of Dormant Groups in Kashmir A Challenge

The trend of increase in the number of terrorist groups with the revival of dormant organisations is ominous for militancy in the Valley.Greater Kashmir reported that Zeenat-ul-Islam, one of the most wanted militants in Kashmir who carries Rs 12.5 lakh bounty on his head left Hizb-ul-Mujahideen (HM) and joined Al Badr. HM operational commander is Riyaz Ahmad Naikoo under whom Islam worked so far.Al Badr is led by Arfeen Bhai alias Lukmaan alias Jannisar as per South Asia Terrorism Portal. Al Badr was a part of the Hizbul Mujahideen but as per First Post, “was encouraged by the Inter-Services Intelligence (ISI) to operate independently in the year 1998. Indian intelligence sources indicated that a new version of the Al-Badr was formed through the induction of foreign mercenaries serving in several other terrorist outfits in Kashmir”.While Al Badr was relatively dormant in the Kashmir Valley from 2008 to 2018, on 05 June, it claimed grenade attacks in Pulwama that injured at least 23 people. It is apparent that the shift of Zeenat-ul-Islam is at the behest of the ISI.Zeenat ul Islam has been shifting outfits as he first joined Lashkar E Toiba (LeT) and then switched over to HM and is now a part of the Al Badr. He was the district commander of the HM in Shopian one of the most militant-infested districts in the Valley.......................................
