Kashmir: Re-opening Political Space for Dialogue?

In signs of the Central and State government readiness to engage with the separatists, S. P. Vaid Director General of Police (DGP) announced on 29 March that separatist leaders Syed Ali Geelani, Mohammad Yasin Malik, Mirwaiz Umar Farooq were, “free to  carry out their political and social activities.” “But they have to take the responsibility of not creating any law and order problem. They have to also refrain from making anti-national speeches,” he said as per Greater Kashmir. Earlier Mohammad Yasin Malik and Mirwaiz Umar Farooq were permitted to visit the home of Syed Ali Geelani, where the three had a lengthy discussion. The move is perceived to appease separatists and create a suitable environment for talks by Dineshwar Sharma, the Indian government’s special representative for negotiations. Sharma was in Tral, a core hub of separatism in South Kashmir and had talks with six delegations at Town Hall, the same day as Vaid made the announcement on 29 March. However as per Greater Kashm, if there were no locals, in the delegations that came to meet him being mainly from Awantipora located on the National Highway and an air force and army base.........................
