Countering the Indian Mujahideen: Leader Decapacitation: India’s Counter Terrorism Success The arrest of Tahseen Akhtar alias Monu current leader of the Indian Mujahideen in Ajmer Rajasthan on 25 March 2013 marks significant success achieved by India’s counter terrorism agencies adopting decapacitation as the principal strategy. This comes days after IM's Pakistani bomb-maker Zia-ur-Rehman alias Waqas was also arrested in Rajasthan. Central to the strategy was creation of the National Investigation Agency (NIA).
