Will We See Non Lapsable Fund for Capital Expenditure in the Defence Budget 2018-19?

The hope of the Indian Armed Forces for a non lapsable fund for defence acquisitions rest on perception of the Finance Ministry and more particularly the Finance Minister Mr Arun Jaitley who has been a part time defence minister for a consolidated period of almost a year spread in two spans since 2014.With his protégé Ms Nirmala Sitharaman handling the Defence portfolio, Mr Jaitley should be more than inclined to meet the demand of the Ministry of Defence for “in-principle,”The main reasons are, “requires Parliament sanction, unnecessary parking of funds which makes them unavailable for other essential expenditure and possibility of competing demands from other Ministries,”…………….Please Log in or Subscribe to view full details…..
