QUAD Pro Quo: Justifying India’s Reluctant Participation in QUAD

Given the ambivalence in the extended neighbourhood, China factor and the desire not to be seen openly aligned with an alliance  India will remain wary of deeper engagement in QUAD. The writing was on the wall but supporters of the QUAD forum, the India, Australia, Japan, and United States, “talk shop,” of sorts were hoping for a joint rather than a fragmented statement from the grouping after working group level meeting on 15 November. Most analysts blame India for the lack of consensus even though a reading between the lines of the country statements would reveal that there are others who are equally apprehensive of a joint proclamation, but that is not the central theme of this piece, which is to understand why India is a seeming outlier in QUAD. The answer simply lies in the fact that the other three members are strategic treaty allies unlike India which remains only a strategic partner – with as many adjectives signifying proximity thrown in be it with Australia, Japan and the United States..................
