OSINT Report: China sustains policy of minimal nuclear deterrence

Remarks by Fu Ying, chairperson of the Foreign Affairs Committee of the National People's Congress (NPC), China's central legislature at the Munich Security Conference in February 2018 seems to suggest that China continues with the policy of minimal deterrence by retaining the principle of No First Use and maintaining restricted number of warheads. "China maintains a very small nuclear arsenal, and China follows the policy of self-defense and minimum deterrence," said Fu Ying. "China is also committed to the principle of non-first-use of nuclear weapon, and no-use of nuclear weapon against any nuclear state at any circumstances and no-use of nuclear weapon against nuclear-free zones," she added.----------Given the United States Nuclear Posture Review and Russia’s declaration of modernisation of nuclear arsenal, Chinese views assumed importance as it forms a part of the strategic nuclear triad of stability at the apex level.......................
