OSINF Report: DPC – New Institution for Defence Planning under NSA

India’s security decision making has remained archaic resulting in perpetual delays which have affective armed forces capability building. While one panacea for the same was appointment of the Chief of Defence Staff as recommended by the Group of Minister in 2001, the Naresh Chandra Task Force had recommended permanent Chairman of the Chiefs of Staff Committee in 2013. Along with this populating the Ministry of Defence with adequate number of military officers was to provide the degree of specialised support required for speedy decision making. This assumed importance given normal process of circulation of notes on files moved through messengers created an eternal circle of indecision where clarifications were sought for even basic issues by the Ministry of Defence from the service HQs. In any case in the era of decision making at the speed of thought, emails are the best option but these do not appear to be much in favour. Now for higher defence and security planning the Defence Planning Committe (DPC) is proposed with secretary level members from the Defence, Foreign and Finance Ministries as well as the Prime Minister’s office. Chairman Chiefs of Staff Committee (COSC) and the service chiefs are also to be incorporated in the DPC...................
