For Accretion of Funds for Modernisation of Defence– Cut the Flab

For enhancing capital budget to the forces, manpower reduction is a bitter pill which the services, the central police and political leadership may find difficult to accept yet inevitable in the long run.

The Defence Budget for 2020-21 has disappointed which is now a familiar tale of numbers which appear dismal year on year

For 2020-21 total Allocations for Defence Services is Rs 323053 Crore, Revenue Rs 209319.00 Crore and capital Rs 113734.00 Crore [SBE 19 AND 20].

The percentage increase is 2.1 % from Revised Estimate of 2019-20 and 5.81 % from Budget Estimate of 2019-20.

Based on Consumer Price Index (CPI) actual increase in budget adjusting inflation for 2018-19 was 0.10 %, in the Year 2020-21 this may be in the negative.

A number of suggestions have been for accretion of funds for modernization.

These range from creating a central pool for defence and security with percentage to be determined by the Finance Commission, increasing the length of service to reduce pension burden, prioritization of procurements and so on.

The crux however lies in cutting the flab or the numbers which may have positive cascading effect not just on availability of funds for modernization but greater efficiency and effectiveness.
