Defence Modernisation: Proactive Approach by MOD for Resourcing Budget Necessary

While it is widely accepted that India must modernise the armed forces from a largely three and a half generation force to a fourth generation plus military to meet the challenges including the country’s aspirations to be an emerging power, status quo on budgetary allocations and Ministry of Defence (MOD)’s acceptance of the same is creating gaps which are of major concern in the near to long term future. Capability creation is a function of capital budgeting and defence acquisitions. Here the first issue is being addressed. The shortfall between projections and allocations for 2018-19 for capital budget of the Indian Army was Rs 17,756.92 Crore or 39.8 Percent. The Ministry sought Rs 44,572.63 Crore however was allocated Rs 26,815.71 Crore as indicated in the 41st Report fo the Parliamentary Standing Committee on Defence (Hereinafter referred to as Report)..................
