CDS – Prevalent Models Across the World and Indian Higher Defence Management

Essentially two to three models of Chief of Defence Staff(CDS) are under discussion – the first is task oriented such as modernisation whichis possibly the intention of the government of India with the Prime Ministermaking the announcement on 15 August from the ramparts of Red Fort.

In thismodel the CDS will have powers to adjudicate on issues related to inter service priorities and legislate on differences. He will be accountable to thegovernment for modernisation of the forces and will have to push the servicestowards the same. The CDS will in this case also head the Headquarters of theIntegrated Defence Staff and would be the empowered Chairman of the Chiefs ofStaff Committee.

Will CDS head the Defence Planning Committee (DPC)remains to be seen, presently headed by the National Security Adviser? In sucha case, this would be the second model where a CDS is head of the DPC whichapart from the Defence Secretary also has other secretaries of the governmentof India and the three service chiefs. .......................................
