Is Afghanistan Turning a New Leaf?  For a country known to be passing through waves of turbulence, 18 June 2013 could be said to be a red letter day with the announcement of commencement of fifth and final phase of security transition from NATO troops to Afghan forces and opening of an office of the rebels group Taliban in Doha Qatar on the same day. President Hamid Karzai was jubilant when he said, "From tomorrow, our defence forces will be in the lead.
