Afghanistan Pakistan Claim APAPPS Operational

(2018-05-14) The 4th meeting of Afghanistan Pakistan Action Plan for Peace and Solidarity (APAPPS) was held in Islamabad today at the Ministry of Foreign Affairs. The delegations were led by Afghan Deputy Foreign Minister Hekmat Khalil Karzai and Pakistan's Foreign Secretary Ms. Tehmina Janjua.

In pursuance of the seven principles agreed in the meeting between Afghan President Ashraf Ghani and Prime Minister Shahid Khaqan Abbasi during his visit to Kabul on 6 April 2018, the two sides finalized the Afghanistan Pakistan Action Plan for Peace and Solidarity (APAPPS). This operationalizes the six working groups envisaged under APAPPS.

APAPPS provides a framework to strengthen mutual trust and deepen interaction in all spheres of bilateral engagements. It is also a mechanism for finding solutions to bilateral areas of concern.

Both sides agreed that effective and full implementation of APAPPS would contribute towards the common objectives of eliminating terrorism and achieving peace, stability, prosperity and development of the people of the two countries.

The President of the Islamic Republic of Afghanistan, H.E Mohammad Ashraf Ghani and the Prime Minister of the Islamic Republic of Pakistan, H.E Shahid Khaqan Abbasi agreed, during their meeting in Kabul today, on the following key principles to finalise Afghanistan-Pakistan Action Plan for Peace and Solidarity (APAPPS):
1. Pakistan to support the Afghan-led and Afghan-owned peace and reconciliation,
2. The two countries to undertake effective actions against fugitives and the irreconcilable elements posing security threats to either of the two countries,
3. Both countries commit to deny use of their respective territories by any country, network, group or individuals for anti-state activities against either country,
4. To put in place a joint supervision, coordination and confirmation mechanism through Liaison Officers (LOs) for the realization of the agreed actions,
5. The two countries commit to avoid territorial and aerial violations of each other’s territory,
6. The two countries to avoid public blame games and instead use APAPPS cooperation mechanisms to respond to mutual issues of contention and concerns, and
7. Establish Working Groups and necessary cooperation mechanisms as per APAPPS for full implementation of the APAPPS and the above mutually reinforcing principles.
