Afghan Peace Initiative – Many Tracks Through March

Afghan President Ashraf Ghani undertook a significant peace initiative to bring the Taliban to the talks table. He released a document entitled, “Offering Peace: Framing the Kabul Conference of February 28, 2018,” outlining the contours for engaging with the Taliban stating that –“----this offer without preconditions in order to lead to a peace agreement in which: 1) constitutional rights and obligations of all citizens (especially women) are ensured, 2) the constitution is accepted, or amendments proposed through the constitutional provision, 3) defense and security forces and civil service function according to law, 4) and no armed groups with ties to transnational terrorist networks  and transnational criminal organizations, or with state/non-state actors seeking influence in Afghanistan, are allowed.” .................The Taliban has not responded so far (up to 26 March 2018) to the proposal for negotiations in general but the reaction has been positive including from Pakistan. There are parallel proposals that have been floated by Indonesia, some Afghan political leaders as Gulbuddin Hekmatyar and Ismail Khan.
