Afghan Army And Police Build Up Claims and counter claims are being made by the Afghan security forces chiefs and NATO trainers that the Afghan Army and Police build up is not likely to be completed by 2013 or 2014 or so. This process no doubt will have many ups and downs, while Afghan security chiefs have indicated that there are no foreign forces in the provinces of Panjsher, Dai Kundi, Bamyan and Nimroz, some of these have traditionally very low presence of the Taliban and some as Nimroz are very sparsely populated thereby not requiring a major counter guerrilla presence.
