India’s Disaster Vulnerability and Response In what could be seen as the worst disaster involving thousands of pilgrims and locals in the hilly state of Uttarakhand in North India, heavy rains and cloud burst from 15-17 June 2013 exposed vulnerability of India to natural disasters due to human failures and inefficiencies.
