Securing, “Eutopia,” – will be a scenario based border security exercise based on a fictional state in Europe– Eutopia. The Workshop will put through participants a series of activities to include planning and execution of border security in a hybrid environment with threats ranging from terrorism, drug, nuclear and radiological material trafficking, transnational crime, people running, illegal migration asylum and return operations etc.
The workshop will be conducted in two main parts and various sub parts. The two main parts will include Planning for Border Security of Eutopia and Execution of Security. To provide a realistic background these will be based on an opening narrative followed by a series of sub plots to build scenarios to give hands on feel of the likely threats and challenges that may be faced in implementation of border security and actions that are required to be taken to overcome these while facilitating trade and mobility.
Planning part will include based on the given narrative preparation of a plan to include environmental scan, intelligence acquisition, surveillance, organisations, technology interventions, operational responses, legal issues, synergy and coordination.
In the Execution participants will have to provide responses to scenarios depicted based on the Plan made to counter various border security challenges such as infiltration by terrorists, attempt to smuggle in/out nuclear material, drug proliferation, illegal migrants and so on.
All work will be carried out based on small groups of 4 to 6 persons dependent on the number of participants.
