Even though the top leadership is shaken up, Maoist retain their combat potential
Left Wing Extremism variously known as Maoism or Naxalism in 2006-07 regarded as single most significant security threat to country.
India must identify why people get involved in terrorism
Army conducted a two weeks course on “Independent Directors”.
The government claimed that the security forces had regained control over 10,000 sq km area dominated by the Maoists of a total of 40,000 sq km in Chhattisgarh, Jharkhand, Orissa, Bihar and West Bengal for last several years. "We have got maximum gain in Chhattisgarh. We hope that the success will continue in the coming days," a source was reported by the media. This success was attributed to a combination of State police and over 60,000 central paramilitary forces carrying out sustained operations with effective intelligence.
Chattisgarh sees spread of Naxalism to 16 of the 20 districts in the state. Bihar to experience more number of Naxal attacks as militancy rejuvenates in the area. Jharkhand and Orissa are the two other states of concern. Focus of militancy shifts to economic targets to exploit the seemingly large income gaps with industrialization and mining activities having picked up in Central India. State measures to counter naxalism taking effect slowly. Need for inducting dedicated administrative and police officers for expediting reach of development and policing highlighted.
Status Paper on the Naxal Problem "“ Tabled by The Union Home Minister Shivraj Patil on 13 March 2006 in Parliament. 1.INTRODUCTION 1.1The Naxalite movement continues to persist in terms of spatial spread, intensity of violence, mlitarisation and consolidation, ominous linkages with subversive/secessionist groups and increased efforts to elicit mass support. The naxalites operate in vacuum created by absence of administrative and political institutions, espouse the local demands and take advantage of the disenchantment prevalent among the exploited segments of the population and seek to offer an alternative system of governance which promises emancipation of these segments from the clutches of "˜exploiter"™ classes through the barrel of a gun.
