Post Mumbai 26/11, India’s internal security has been in focus. An erudite Home Minister, Mr P Chidambaram who has the right mix of qualifications of law and management to tackle the gargantuan law and order challenges of the country has gingered up the internal security system with some notable results, be it the surrender of the DHD J in Assam or a new resolve to fight the Naxals in the central police forces. It is quite apparent that Mr Chidambaram has been given a free hand by the Prime Minister and has unhesitatingly wielded the stick to put things in order.

On 06 October, Maoists beheaded Jharkhand police inspector Francis Induwar in a brutal and gory incident which has invited wide spread resentment. Induwar an inspector with the state Special Branch had been kidnapped on September 30 by the Maoists from Hembrom Bazaar in Khunti district.

Counter Naxal Strategy
The overall government policy to counter Naxalism was recently laid out in the Parliament by the Home Minister Mr Shivraj Patil stating, "œKeeping in view that Naxalism is not only a law-and-order problem, the policy of the government is to address this menace simultaneously on political, security, development and public-perception management fronts in a holistic manner." Naxalism is spread across the expanse of Central and parts of Eastern and Southern India. Being defused across more than 11 states, strategies to counter Naxalism have been state specific. Given the difference in perception of the threat and lack of effective law and order execution machinery in the rural areas which is the Naxal base, varied strategies have been followed across the country. As DG, CRPF, Mr Syed I Sultan Ahmed states, the terrain, local issues and public responses implies that strategies have to adopted based on local conditions.
