Operational Scene - North
Amidst contradictory reports of an imminent offensive in the north, armed confrontations along the forward defended localities in Muhamalai astride the A-9 highway entry point, areas west of Omanthai astride Vavuniya-Mannar axis, and areas around Vavuniya have continued as before. Road opening troops recovered a number of mines along the Mannar axis and around Vavuniya on more than one occasion. Similar recoveries were made in Jaffna also. |

Sri Lanka continued to be on the brink of return to civil war after many years of fractious peace. There were a number of attacks on the security forces allegedly by the LTTE, though the LTTE claimed that these were by vigilant groups raised by the government itself, a specious argument. However there was some mature statesmanship on the part of the newly elected President Rajpaksa who though stated to be a hard boiled Sinhala nationalist categorically ruled out a return to war in the near future. This paid rich dividends as the Norwegian intermediary Eric Solheim succeeded in arriving at an agreement between the recalcitrant LTTE and the Sri Lankan government to continue talks at Geneva by end February |

Coordinated Patrolling Palk Straits
The need for joint patrolling of the Palk straits by Indian and Sri Lankan Navy had been projected by the Sri Lankan Government over a period. Colombo had expressed concern over smuggling of arms and explosives by the LTTE through a network operated from Tamil Nadu. These fears were partially confirmed with the seizure of a boat carrying explosives and arms in the month of February 2007. |
