Chinese Army chief General Chen Bingde led a high level 15-member delegation to Kathmandu on a three day visit at the invitation of his Nepali counterpart. China also committed to provide Nepal with NRs 1.42 billion (US $ 19.8 million) in military aid.
Draft National Security Policy

Nepal has prepared a draft National Security Policy. The 37-page document submitted to the State Affairs Committee of the Legislature Parliament was prepared by a Cabinet committee led by Defence Minister Bidhya Bhandari. "The national security policy should especially address the complexities and sensitivities associated with Nepal's geography and location," states the document as per Kantipur Online report. To curb terrorism measures such as regulation of entry and exit points of Nepal, capacity building of security forces and information collection and establishment of security network to ward off the possible use of Nepal's territory against the interests of any neighboring countries. President Dr. Ram Baran Yadav conferred the rank of honorary General of Nepal Army on visiting Indian Army Chief, General V K Singh. There is a trend of conferring the rank of honorary general to Indian army chief since 1950 when the then chief of India Army, General Kodandera Madappa Cariappa visited Nepal. From that day, Nepali and India armies regard each other’s chiefs as an honorary general of their own armies and have been exchanging goodwill visits since 1950. President Pratibha Patil had conferred the honorary rank of General of Indian Army to Nepal Army Chief Chhatra Man Singh Gurung during the latter’s visit to India in December 2009.

This is evident with the current status whence the Nepal Congress candidate Mr Poudel as expected has failed to be voted six times during the month.

Failure to elect a Prime Minister for the ninth time has not deterred Nepal’s political leadership to seek a tenth round of elections on 6 October. While the Unified CPN M has withdrawn the name of the candidate Chairman Pushpa Kumar Dahal in the last two rounds, the Nepal Congress is persisting with fielding Mr Ram Chandra Poudel, though it is more than evident as indicated in the tables below that he does not have a chance to win the post as even attendance in the last two elections has gone down to just over 180. Yet Nepal Congress is persisting with participation in the next round.

The Indian role in political squabbling in Nepal and the government formation has come up for much consternation in the country and the media is the latest to blame New Delhi for a variety of problems in the country. India has made its interests in Nepal known, and is increasingly being viewed as a domineering neighbour meddling in Nepal’s policies and politics. India’s role is increasingly being questioned by various parties in Nepal and the Unified CPN M or the Maoists are very antagonistic towards New Delhi and have built a strong anti Indian lobby which is vocal from time to time.
China’s Nepal Push

A high-level Chinese delegation led by He Yong, vice-premier and secretary at the secretariat of the 17th Central Committee of the Communist Party of China visited Nepal during the month. China also started work on extending railway from Lhasa to Xigaze or Shigatse, the second largest city in Tibet which borders Nepal, India and Bhutan. China is carrying out feasibility studies for a 400 km line from Xigaze to Nyalam which is 120 km from the Nepal capital Kathmandu.

The Third and the Fourth Rounds of voting by Nepal parliamentarians to elect a Prime Minister failed to produce results. In the Third Round, Maoist Chairman Dahal secured 259 votes with a few smaller parties including Nepal Workers and Peasants Party voting for him. The fourth round of voting on 23 August also turned to be futile with Dahal securing 246 votes in his favour while 111 votes were cast against him.
UNMIN Extension

The second critical issue is that of United Nations Mission in Nepal (UNMIN) extension which is due on 15 September. Chief of the UNMIN, Karin Landgren has been discussing with leaders of the big three political parties - UCPN (Maoist), Nepali Congress (NC) and CPN-UML possible extension of the mission's term. With no government effectively in power throughout the year 2010 per se, the process of integration of the Maoist PLA guerrillas into the mainstream has also suffered and the role of the UNMIN has been principally to act as a guarding force and arbitrator between the Nepal Army and the PLA.
