Naxals target security forces with the killing of 214 police persons during the Year with only 129 Naxals denoting a high ratio of Naxal impact of approximately 1.66: 1 till 30 November. Ratio was opposite in favour of the police in 2006.

Chattisgarh continues to be the major state with large scale Naxalite activities. The current year will see continuance of killings in the area. Institutionalization of the militancy in the affected states including Madhya Pradesh (MP) is evident with arms manufacturing and running streamlined between states. Surrender policy by various police agencies in the states needs to be effectively rationalized to gain from this strategy of bringing militants into the main stream. The environmental damage from anti Naxalite activities needs to be controlled as felling of 75,000 trees in Chattisgarh is inexcusable.

Naxals target jails, railway infra structure, Sulwa Judum and other opposition across the states, conduct training programmes and plan social security of cadres killed in operations.

Chattisgarh: Hot Bed of Terror A major ambush by Naxals on 29 August resulted in killing of 12 security personnel in Chattisgarh. The Naxalite, despite heavy security deployment in the area, displayed ability to quickly muster attack squads of more than 100 combatants and attack the police. The security team was to secure an area at Tarmekla village in Jagargunda, where Naxals had blocked construction of a road.

Weapons Factory in Madhya Pradesh The reach of Naxalite in Madhya Pradesh was also evident with apprehension of five suspected militants from the Satnami Nagar area of Bhopal, the state capital during the month. A number of weapons parts and literature was secured from the area. These personnel were reported from Andhra and had been working in Bhopal for some time.

Agenda Paper MHA Assessment of State of Naxalism The Agenda paper of the Ministry of Home Affairs (MHA) on the state of terrorism in India indicated that the number of incidents had decreased during the year though the casualties had increased by about 20 percent. This is evident from the Table on the following page.

The naxalites operate in vacuum created by absence of administrative and political institutions, espouse the local demands and take advantage of the disenchantment prevalent among the exploited segments of the population and seek to offer an alternative system of governance which promises emancipation of these segments from the clutches of "˜exploiter"™ classes through the barrel of a gun.

Counter Naxal Strategy The overall government policy to counter Naxalism was recently laid out in the Parliament by the Home Minister Mr Shivraj Patil stating, "œKeeping in view that Naxalism is not only a law-and-order problem, the policy of the government is to address this menace simultaneously on political, security, development and public-perception management fronts in a holistic manner." Naxalism is spread across the expanse of Central and parts of Eastern and Southern India. Being defused across more than 11 states, strategies to counter Naxalism have been state specific. Given the difference in perception of the threat and lack of effective law and order execution machinery in the rural areas which is the Naxal base, varied strategies have been followed across the country. As DG, CRPF, Mr Syed I Sultan Ahmed states, the terrain, local issues and public responses implies that strategies have to adopted based on local conditions.
