Improved - Overall Security Situation Remains under Control

Government took several measures during the year to build capacity to meet the challenge to internal security.  There was marked improvement in the situation in North East where various insurgent outfits signed agreements with the centre.  There has been significant decline in the incidents of violent killings of the civilians and the security forces in the North Eastern States due to the consistent efforts by Ministry of Home Affairs. Dialogues/negotiations with Underground Outfits have been held and Suspension of Operation (SoO) has also been signed.  Situation in J&K showed considerable improvement with far fewer incidents of violence, as compared to the last year.  Left wing extremism and terror remained major concerns. Maoists were kept engaged with one of their top leader Kishenji getting killed in an encounter. Additional capacity building measures were put in place to reduce threats to internal security.

 Naxal Violence Contained

            Naxal violence has declined as compared to the corresponding period last year.  In the year 2011 (till November, 2011) 1554 naxal incidents took place causing 542 death as compared to 2006 incidents with 932 deaths during corresponding period of 2010. A total amount of Rs. 132.17 crores  has been released to the 9 LWE affected States. Under the Security Related Expenditure (SRE) in LWE affected state.  Under the Security Related Expenditure (SRE) Scheme during 2011, a total of Rs. 167.76 crores was released to 9 LWE affected states as advance and a total of Rs. 87.41 crores released as reimbursement to 5 LWE affected States. Under the new Scheme of ‘Construction/Strengthening of Fortified Police Station’, a total amount of Rs. 120 crore was released to the 9 LWE affected States during 2011 for construction of 400 Police Stations.

 

 

Union Home Minister held a meeting with the Chief Minister of LWE affected States of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Maharashtra, Orissa and West Bengal and reviewed the naxal scenario.  Union Home Minister also visited the Left Wing Extremism (LWE) affected States of Jharkhand, Odisha, Chhattisgarh and Maharashtra and reviewed the present naxal scenario in these states alongwith the progress of various development schemes.

            There has been significant decline in the incidents of violent killings of the civilians and the security forces in the North Eastern States due to the consistent efforts by Ministry of Home Affairs. Dialogues/negotiations with Underground Outfits have been held and Suspension of Operation (SoO) has also been signed. United Liberation Front of Asom (ULFA) announced ‘to cease all forms of armed campaign’ and  submitted its demands to the Union Home Minister in the presence of Chief Minister, Assam.  Government of India’s Representative Shri P.C.Haldar has been authorized to initiate talks with the ULFA on their demands. Formal talks with ULFA have begun. Meeting of Joint Monitoring Group with ULFA was held in September  for signing of Agreed Ground Rules for SoO Agreement.

            Memorandum of Settlements has been signed with United People’s Democratic Solidarity (UPDS) paving way for peace in Asom. The Suspension of Operations agreement with Kuki National Organisation (KNO ) and United People’s Front (UPF) has been extended for a further period of one year beyond 21.8.2011. Bru repatriation has shown progress.  Approximately, 796 Bru Families ( 4000 Nos) have been repatriated. Further efforts are on to rehabilitate another 2000 Bru families at the earliest. Meeting of Joint Monitoring Group were also held under the Chairmanship of Joint Secretary (NE) to oversee the implementation of Agreed Ground Rules of SoO.  Agreement signed with NDFB(P) and DHD.  In the meeting it was  mutually agreed to extend the SoO Agreement further for a period of six months upto 31.12.2011 with NDFB (P) and DHD.

            Joint Working Group meetings between India and Bangladesh were held in January & November, 2011 at New Delhi. Both India and Bangladesh reiterated to address the issues related to security,            Border Management and enhancement of cooperation of law enforcement agencies against smuggling of arms and narcotic drugs, fake Indian Currency Notes (FICN), activities of extremists and terrorists, insurgency, trafficking of women and children. Repatriation of prisoners, border fencing, immigration issues, follow up of the Joint Boundary Working Group meeting etc. were also discussed during the meeting. Enough progress has been made in the process of establishment of separate High Courts in the States of Manipur, Meghalaya and Tripura and splitting Joint Cadre of All India Service in Manipur and Tripura in December, 2011.
