Unrest in West Asia has raised concerns of similar trends in Jammu and Kashmir in the Summer. This is not unusual given transformation of conflict from violent terrorism to political violence and activism, trends of which were seen in the past three years or so in the Valley. The State government is also pre-warned and better prepared this time around to face the challenge. A number of factors denote how the summer situation which is likely to be volatile can be met and the cycle of the past few years broken. |

The Central government called for an All Party Meet in Delhi, after the State had failed to stem violent protests in the Valley which reached a peak on 13 September when 17 civilians were killed in mob violence and clashes with the police on rumours of Koran burning images of which were shown on an Iranian channel,. The Prime Minister, Dr. Manmohan Singh addressing the all-party meeting renewed call for dialogue and discussion which was supported by all participants. |

Estimates of economic losses in the Kashmir Valley are said to be Rs 26,000 Crore worth of business and in addition public property worth Crores. The state is said to be losing Rs 161 Crore per day of shutdown in taxes and other levies, totaling Rs 16,100 Crore for the 100-day shutdown. The business community has indicated a loss of Rs 10,000 Crore mainly in the travel and tourism sector. |

Meanwhile militant violence continued across the State as on 5 September a Lashkar-e-Taiba (LeT) terrorist was killed and one injured in a gun battle in Poonch border district in Bhatti-Dar area of Mendhar tehsil. On 7 September three terrorists were killed in an encounter in the forests of Bandipora district of north Kashmir followed by another encounter on 10 September in Pulwama and Bandipora districts. |

Much as the debate over the ongoing stand off in Kashmir Valley which has taken over 60 young lives now is stretched over a spectrum of issues ranging from frustration of youth, unemployment, separatism vs nationalism, failure of the Central and State government and anti Pakistan jingoism, radicalization of the separatist movement has received limited attention. Given propensity of external analysts to seek answers in the obvious and a tendency for avoidance of confrontation by local leadership due to fear of the gun, radicalization of the separatist movement which has seen marginalization of moderates as Mirwaiz Omar Farooq and even hard line Geelani has been largely ignored. |

A massive cloud burst occurred in Leh after torrential rains lashed Leh and its surrounding areas at about 0100-0200 hrs on the intervening night of 5-6 August, 2010. This triggered flash floods in Leh Town and surrounding areas of Choglumsar, Pathar Sahib, Phyang, Hanoyogma and Nimu. Since the tragedy occurred during the night there was substantial loss of precious human lives. Damage to property and disruption of communication and services were also widely reported. |

The Defence Minister highlighted the spate of violent militancy which continues to spur terrorism in the State. "In 2009, 485 terrorists had attempted to infiltrate into J&K. This year, from January to June, a total of 255 terrorists have attempted to infiltrate,'' he told Lok Sabha. Security forces have killed 114 terrorists -- 59 of them while infiltrating -- and arrested 60 others in J&K in the first six months of 2010. "Along the LoC, the Army had adopted a robust counter-infiltration strategy, which has an appropriate mix of technology and human resources to check infiltration effectively,'' said Antony.”Innovative troop deployment, efficient use of surveillance and monitoring devices and the LoC fence have enhanced the ability to detect and intercept terrorists attempting to infiltrate/exfiltrate. The Army's counter-infiltration posture is an effective deterrent to infiltration attempts,'' he added. |
