Complacency and poor anticipation by the local police was evident when on 7 December India’s third terrorist incident in 2010, a blast at a crowded temple in Varanasi occurred, killing an eighteen-month-old girl and injuring 32 others. Indian Mujahideen claimed responsibility attributing the attack to ‘retribution’ for demolition of the Babri Masjid and injustice done by the Allahabad High Court verdict in the Ayodhya title case. The blast was perfectly timed to occur 5 minutes after the evening Ganga aarthi, when large crowds are present at the ghats.

The Lakhisarai kidnapping episode exposed the perils of hands off counter Naxal approach of the Bihar government under Mr Nitish Kumar. A number of times during the crisis, the Chief Minister seemed to resign to the fate of kidnapped police personnel and appeared dependent on generosity of the Maoist forces. This helplessness of the State government was to say the least a pathetic approach which demonstrated weakness of the State. All the statements and moves made by the Chief Minister were to appease the Maoist forces.

With the Allahabad High court legalising the makeshift temple at the Babri site as the Ram Janmabhoomi and providing a three sided divide of the land, the verdict came as a surprise to many.

The Central government called for an All Party Meet in Delhi, after the State had failed to stem violent protests in the Valley which reached a peak on 13 September when 17 civilians were killed in mob violence and clashes with the police on rumours of Koran burning images of which were shown on an Iranian channel,. The Prime Minister, Dr. Manmohan Singh addressing the all-party meeting renewed call for dialogue and discussion which was supported by all participants.
