NORTH EAST REBELS CAMPS IN BANGALDESH

There are reportedly 174 camps of North East rebel groups in Bangladesh . The United Liberation Front of Asom (ULFA) is leading the list with as many as 36 camps in the neighbouring country, followed by the National Socialist Council of Nagaland (Isaac Muivah) or NSCN-IM with 17, the National Democratic Front of Boroland (NDFB) with 15, the Anchik National Volunteer Council (ANVC) of Meghalaya with nine, the People"™s Liberation Army (PLA) of Manipur with six, and the Hynnewtrep National Liberation Council (HNLC) of Meghalaya with four camps

The Fractious Politico-Militancy in Nagaland Cease Fire Holding the Cease Fire with NSCN (IM) and keeping apart the NSCN (IM) and K factions as well as the Nagas and Kukis remained the key challenges in Nagaland. The NSCN (I-M) accused Assam Rifles of violating ceasefire ground rules by indulging in "œsome highly dubious military practices" in the immediate vicinity of an NSCN (I-M) "œdesignated camp" at Sukhalu in Zunheboto district. The Assam Rifles indicated that Sukhalu was not a designated camp and asked the outfit to vacate the same. (Nagaland Post Report). Following a likely clash in a standoff between rival NSCN factions at Mezoma village on 24 September, chairman of Ceasefire Monitoring Group (CFMG) and Ceasefire Supervisory Board (CFSB) Lt. Gen (Retd) R.V. Kulkarni, served a vacation order to both the factions to leave the state capital and its surrounding areas. The groups had succeeded in collecting large number of cadres close to the state capital.
ASSAM : ULFA AND COUNTER ULFA ACTIVITIES

ULFA - Underestimated But Potent Assam Governor Ajai Singh played down ULFA attacks stating that these were isolated incidents involving a militant group "œon the run" and is conducting strikes only to make its presence felt. He claimed law and order in the state was "œgood in general". Lt Gen. Singh said ULFA had taken several hits in the past month with security forces keeping up the pressure on its units. He even berated the media for ignoring these small victories in the larger war on militancy. (Daily Telegraph Report). The data provided in Table above however does not indicate the confidence expressed by the Governor. More over ULFA is continuously changing its strategy from strikes against Hindi speaking people in Upper Assam to those in the Karbi Anglong and North Cachar Hills. It has linkages with other militant groups operating in the region along with a nexus with the DGFI-ISI.

Manipur : Perils of Ethnic Cauldron State Government Pact with Kuki and Zomi Militant Groups Manipur government is all set to hold peace dialogue with Kuki and Zomi militant groups after getting final clearance to draft ground rules. Sources indicated that militant groups maintaining suspension of operations with army and Assam Rifles were likely to sign the agreement with the state government. The ground rules prepared by the state administrative department made it clear that during the peace process, the militants should stay in designated camps. While expenditure for running the camps would be borne by the government, those staying in the camps should not engage in any kind of extortion, kidnapping or create law and order problem. A joint monitoring cell would be opened with representatives from the militant group and the state government. The Centre would also send an official of the MHA not below the rank of the joint secretary as member of the joint monitoring cell. Comments. The long awaited peace agreement between Kuki militant groups and the State government should bring the Kuki militancy in the state to ebb. The success for this is totally that of the Army which has been propagating such a move by the state government for a long time now.

The Thousand Mutinies of Assam The geographical spread of militancy in Assam was evident with a series of strikes by militant groups in Upper as well as Lower Assam and capital Guwahati. The Karbi Anglong district was in the lime light with a number of attacks by the ULFA and its Karbi affiliate - KLNLF striking at migrant Hindi speaking labour. The ULFA also struck in other parts of the state with a series of bomb attacks. Other groups such as the DHD were active in North Cachar while fears of Islamic fundamentalist organizations as the HUJI using eviction of Muslim population from Nagaland and Arunachal Pradesh to Assam as an excuse to retaliate came to the fore. Tripura - Violence before Votes All Tripura Tiger Force militants gunned down three members of a former rebel"™s family, after a search for him proved futile. Ramendra Debbarma, 25, fled the rebel hideout at Chunarughat in Bangladesh with an AK-47 rifle, determined to surrender. A hit squad of the outfit began a hunt for the "œfugitive" rebel soon after. "œIt was a vengeance killing. The Tiger Force rebels were furious with Ramendra for having fled with a sophisticated weapon," the officer said. This was the second case of rebel attack in about fortnight. On July 13, a tribal leader of the CPM, Manyakumar Tripura, was shot dead by a group of NLFT militants

The Jehadi Threat In Assam The growth of the jihad threat, first confirmed by security-risks.com on its web site has been reiterated by Lt Gen R K Chhabra, General Officer Commanding of 4 Corps in a press conference in Rangiya, the HQ of the 21 Mountain Division on 22 November as reported in the Indian Express. General Chhabra confirmed that the ISI had been recruiting a number of youth in the "˜char"™ areas of Assam and would create a controlling organization to strike at targets at its behest. The support activities of these groups include drug trafficking, fake currency rackets and gun running. The large migrant population is being exploited by the ISI and the DGFI which also had the higher leadership of the ULFA in its grip.(Indian Express report 22 November 2006). Thus for the first time youth from the Muslim community are seen to be joining the ULFA presumably at the behest of the DGFI.

Indo Bangla Fencing - Problems in Meghalaya The many problems in constructing fencing on the Indo Bangla border were highlighted with resistance by farmers in the areas of Dawki, Jaintia, Nongjri and Nongshken dominated by the Khasis. The farmers did not permit construction of the fence along the 443 km long border with Bangladesh in Meghalaya as they had to give up large tracts of cultivable land due to the restrictions of keeping 150 meters of area of both sides of the border free of habitation as per the agreement. The farmers are supported by civil society organization such as the Hyniewtrep People`s Social Organization and Coordination Committee of International Border. (Handique, Maitreyee. THE JEHADI THREAT IN ASSAM Akram Master from Barpeta district of Assam who played a leading role in forming the Harkat-ul Mujahideen (HuM) unit in the State, is believed to have joined hands with the group involved in the hijacking of the Indian Airlines flight from Kathmandu . He has apparently formed the Jaish-e-Mohammad and is believed to have been instrumental in taking youths from the State to Pakistan via Bangladesh for arms training
