National Socialist Council of Nagaland Isaac Muivah and Khaplang (NSCN (I-M) and NSCN K) leadership celebrated the so called “Independence Day,” on 21 March separately. The NSCN IM General Secretary T Muivah reiterated the groups demand for greater Nagaland or ‘Nagalim.’ Muivah clearly stated that there could be no solution with a divided Naga area.

Paresh Barua the renegade commander in chief of the ULFA released a video supporting sovereignty for Assam with cadres in a jungle clearing raising arms and dancing to Bihu Songs. The timing of the video was opportune for pro talks ULFA Central Committee of the rebel organization, including ULFA Chairman Arabinda Rajkhowa, Vice-Chairman Pradip Gogoi, Deputy Commander in Chief Raju Barua, Central Publicity Secretary Mithinga Daimari, Cultural Secretary Pranati Deka and Adviser Bhimkanta Buragohain, Finance secretary Sasha Choudhary and Foreign Secretary Chitrabon Hazarika have entered into formal negotiations with the Central and the State government. ULFA General Secretary Anup Chetia is also expected to be extradited from Bangladesh thereby strengthening the leaders who are seeking a peaceful resolution to the long standing insurgency in the State.

National Democratic Front of Bodoland (NDFB) remained in focus of the counter insurgent strategy in Assam. The NDFB on the other hand on the eve of its 24th foundation day, pledged to continue its struggle until its objectives were fulfilled. In continued counter NDFB operations on 3 October four NDFB militants were killed and a businessman kidnapped in Dhemaji district was rescued.

Commercial hub of Nagaland, Dimapur, has emerged as transit point for militant groups operating outside the state with the arrest of NDFB terrorists and those of the group being transported for training to Mon in Nagaland. Najib Basumatary, an NDFB cadre, had also recently come to Dimapur from Bangladesh for treatment.

Chief minister Tarun Gogoi on 27 September confirmed that 19 commanders of ULFA came on their own from Bangladesh to join the peace process "They are very much in Assam and are not arrested as they came on their own from Bangladesh to join the peace process," the chief minister told journalists. The rebel commanders, led by Anu Buragohain, Bhaiti Baruah, Biju Deka, and Pradyut Buragohain are reported to have given themselves up to Bangladesh authorities and in turn handed over to the Indian Border Security Force (BSF).

Maoists Switch to Terrorism

The government claimed that the security forces had regained control over 10,000 sq km area dominated by the Maoists of a total of 40,000 sq km in Chhattisgarh, Jharkhand, Orissa, Bihar and West Bengal for last several years. "We have got maximum gain in Chhattisgarh. We hope that the success will continue in the coming days," a source was reported by the media. This success was attributed to a combination of State police and over 60,000 central paramilitary forces carrying out sustained operations with effective intelligence.

India’s Finance Minister Mr Pranab Mukherjee visited Bangladesh to sign a landmark US$ One Billion Line of Credit Agreement between EXIM Bank and Government of Bangladesh and resetting the relationship after some fears of a slow down due to lack of follow up of the positive outcome of the visit of the Bangla Prime Minister to New Delhi in January 2010. India also agreed to export of 3 lakh tones of rice and 2 lakh tones of wheat, in spite of a ban on exports of these essential commodities.

Talks between the government and the rebels in Assam remained in a limbo as the ULFA leadership has yet to formalize strategy with pro-talks group asked by the jailed leaders to wait till a joint strategy was worked out. “This was the reason we have stopped our activities to take forward the peace process,” leader of the pro-talk group, Mrinal Hazarika who had come over ground in June 2008, told the media. “Many of our cadres, who are currently lodged at designated camps, are getting frustrated over the delay, if things do not move in the right direction soon we will take our own stand on the issue,” Hazarika said.

An alleged violation of Cease Fire Ground Rules (CFGR) by NSCN IM on August 26 at Tizit led to one NSCN (I-M) activist killed and five arrested in a brief encounter with 6 Assam Rifles and the 164 TA (NAGA). Assam Rifles and Territorial Army jawans observed movement of armed militants near the Tizet post at Punjma colony. They asked the militants to stop but instead militants opened fire and joint security forces returned the fire in which a NSCN(IM) self styled major was killed as per media reports.
