India is to set the ball rolling for visit of Prime Minister Manmohan Singh later this year. Sharing of Teesta river water, transit, exchange of 162 enclaves in each other's territory, 6.5 kilometres of un-demarcated border and import of electricity are some key bilateral issues likely to be discussed. Visits by Foreign Secretary Nirupama Rao followed by a trip by External Affairs Minister SM Krishna have been planned.

India and Bangladesh are likely to exchange 162 enclaves. India has 111 enclaves or nearly 17,158 acres of land in Panchagarh, Lalmonirhat, Kurigram and Nilphamari districts of Bangladesh, while Bangladesh has 51 enclaves measuring 7,110 acres in Cooch Behar district of India. The enclaves are land owned by the Coochbehar and Rangpur kings in pre partition India which were transferred to each state though the boundary was running through the same.

With a view to revamp the image and functioning of the Bangladesh Rifles, the government had undertaken a number of measures, one of it was renaming the force. The President Zillur Rahman consented to the Border Guard Bangladesh Bill 2010, renaming the Bangladesh Rifles and providing maximum death penalty for a mutiny. The special courts of the Border Guard Bangladesh (BGB) have completed trials in some of the cases of those who participated in the rebellion in February 2009 and are being tried in different courts and conviction has begun.

A Dhaka court on 31 October issued a warrant for arrest of Arafat Rahman, the youngest son of the BNP chairperson, Khaleda Zia in a money laundering case. Arafat, is undergoing medical treatment in Bangkok since July 19, 2008 after his release on parole. Khaleda Zia is also on notice to vacate her house, an army property allotted when her husband General Zia was the Army Chief in the Cantonment area.

Chief minister Tarun Gogoi on 27 September confirmed that 19 commanders of ULFA came on their own from Bangladesh to join the peace process "They are very much in Assam and are not arrested as they came on their own from Bangladesh to join the peace process," the chief minister told journalists. The rebel commanders, led by Anu Buragohain, Bhaiti Baruah, Biju Deka, and Pradyut Buragohain are reported to have given themselves up to Bangladesh authorities and in turn handed over to the Indian Border Security Force (BSF).

Prime Minister Sheikh Hasina defined the rise of a modern Bangladesh as she urged the UN Secretary General Ban Ki-moon for a policy making role in the United Nations in a meeting with the UN secretary general in New York. She outlined ambitious goals of making the country free from poverty, illiteracy and corruption by 2021, she said, “We're working hard to improve the fate of the country and its people.”

The Director General-level five-day border conference between Bangladesh Rifles (BDR) and Indian Border Security Force (BSF) was held at BDR's Pilakhna Headquarters during the month. The atmosphere was set with the BDR pushing across a group of 19 United Liberation Front of Assam (ULFA) cadres allegedly apprehended in the country.

Known for extremely divisive politics, though it is bipolar, Bangladesh had seen some relative calm over the past few years most of it under an Emergency non political government. The overwhelming majority of the Awami League in the Parliament had some what subdued the opposition Bangladesh National Party (BNP) and Jamaat E Islami alliance. However of late the ruling party has opened a number of fronts against the opposition threatening to try war criminals which include key Jamaat leaders and refusing to extend parole to the son of BNP leader, Khaleda Zia in a case of corruption.

India’s Finance Minister Mr Pranab Mukherjee visited Bangladesh to sign a landmark US$ One Billion Line of Credit Agreement between EXIM Bank and Government of Bangladesh and resetting the relationship after some fears of a slow down due to lack of follow up of the positive outcome of the visit of the Bangla Prime Minister to New Delhi in January 2010. India also agreed to export of 3 lakh tones of rice and 2 lakh tones of wheat, in spite of a ban on exports of these essential commodities.

Reforms in the armed forces and resetting civil military relations is a priority for the Bangladesh government given past experience of take over by the Army from time to time as well as suggestions that the army was behind emergency imposed in the country in 2007. At the same time the BDR mutiny has added another challenge even as the government is facing problems from growth of fundamentalism and terrorism which has led to a diverse role for the Army.

Jamaat-e-Islami chief Motiur Rahman Nizami, Secretary General Ali Ahsan Mohammad Mojaheed and Nayebe Ameer (vice-president) Delwar Hossain Saydee were arrested on 29 June after a Dhaka court order on charges of hurting religious sentiments of Muslims and were later remanded for 16 days custody.
