Security Transition – A Positive Step Forward
The first phase of the much-awaited transition
of security responsibility from international troops to Afghan security forces
has been completed this month starting with the central Bamyan province
followed by Mazar-i-Sharif, Herat, Lashkargah, Kabul, Panjsher and Mahtarlam. National Security Council, chaired by President Hamid Karzai at the
presidential palace was briefed by transition chief, Ashraf Ghani Ahmadzai on
the progress. Three more phases
are planned which may cover the North West, East and South in that order though
some areas may be clubbed. The Provincial Reconstruction Teams [PRTs] will
however continue to be in place as they are involved in mostly reconstruction
work and would form the second tier of security if required thereby front
facing the Afghans which is the main aim of the transition plan. The key
challenges will however be of retaining the posture in Kabul and Lashkargah the
capital of Helmand province in the days ahead as well as to prevent the Taliban
from using areas transferred as hideouts for conduct of operations in areas
held by the ISAF.
Meanwhile, Afghanistan is expecting $20b aid over 4 years to equip the Afghan forces. While there is no
doubt a need for building up the Afghan National Army and Police, whether such
a large amount can be spared remains to be seen given the multiple challenges
of funding as well as the corruption in various sectors in the country.
