Assam: Renewed Hopes of Peace

Rail services were resumed through North Cachar Hills district, bringing relief to south Assam districts, Tripura and Mizoram. Trains have been suspended since May 15 2008 due to frequent attacks by the Dima Halam Daogah (Jewel). The first round o f talks with the pro-talk faction of the United Liberation Front of Asom (ULFA) were held in Assam directly under the Centre’s aegis. Three leaders of the pro-talk faction - Mrinal Hazarika, Prabal Neog and Jiten Dutta - participated in the meet.

The Bangladesh Rifles has instituted six special courts - two in Dhaka and four outside the capital - for the trial of the February 25-26 'mutiny' in the BDR headquarters in Dhaka and other BDR installations. The trial thus began in different sectors of the Bangladesh Rifles 24 November with a special court at the Rangamati sector headquarters taking cognizance of mutiny charges against five soldiers of the 12 Rifles Battalion.

Two LeT men Shahidul Islam Sujon and Saiful Islam and their Bangladeshi partner Mufti Harun Izhar, son of Mufti Izharul Islam, amir of a faction of Islami Oikya Jote were apprehended, from a madrassah at Lalkhan Bazar in Chittagong on November 4. This was followed up by arrest of three Pakistani nationals and LeT members Syed Abdul Kaiyum Azhari alias Sufian, 22, Mohammad Ashraf alias Zahid, 24, and Mohammad Monwar Ali, 30, from Tongi in Gazipur and Uttara in Dhaka on November 13.

The federal government on 24 November tabled the ‘Aghaz-e-Haqooq-e-Balochistan’ package – based on 39 points – at a joint sitting of parliament. The Package was based on recommendations of a Senate committee with a five part list to include: constitutional, political, administrative, economic and monitoring mechanism.

The spate of suicide attacks continued in Pakistan through the month. The Tehrik-e-Taliban Pakistan (TTP) has reportedly prepared 25 vehicles and motorcycles packed with explosives for carrying out suicide bombings well before launching of the military operation in South Waziristan on October 17.

Pakistani forces claimed to have captured most main Taliban bases in their offensive in South Waziristan and will soon fan out into the rugged countryside to hunt for militants as per Chief military spokesman Major General Athar Abbas ‘We still believe many are still here. They have gone to the countryside, the forested areas, to villages and into the caves,’ Abbas said.

President Mahinda Rajapaksa finally made up his mind to hold the presidential election first, two years in advance of its term, rather than conducting the parliamentary poll that is due. The election is scheduled to be held on January 26, 2010. It is clear that the President, who is seeking re-election, is trying to cash in on his soaring popularity after the defeat of the Liberation Tigers of Tamil Eelam (LTTE) and the liquidation of its leadership.

Prime Minister Manmohan Singh laid the primary framework for a solution to the vexatious and long outstanding problem of Jammu and Kashmir stating that the boundaries will not be redrawn. "I have publicly stated that there can be no redrawing of borders (in Jammu and Kashmir)," the Prime Minister said. "...but our two countries [India and Pakistan] can work together to ensure that these are borders of peace, that people-to-people contacts grow in a manner in which people do not even worry whether they are located on this side of the border or that side," he told to CNN in an interview.

Assam: ULFA’s Parley Bait

Six people were killed and 54 injured on 22 November, in two blasts suspected to have been triggered by ULFA in Nalbari, five days ahead of outfit's raising day. Four persons-- Pawan Thakur from Bihar and local residents Ganesh Das, Dipu Das and Keshab Das -- were killed on the spot, while two others -- Mohammad Ali, a village headman and Secunder Ali -- died on way to hospital.
