Myanmar’s increasing investments in nuclear and military capabilities is raising concerns of militarization. North Korea-Myanmar Axis is gaining prominence in the alternate media with many reports on web sites run by Burmese exiles. The basis of the cooperation is said to be a secret Memorandum of Understanding signed between Gen Thura Shwe Mann, the regime’s No 3 ranking general during a visit to North Korea with his North Korean counterpart, Gen Kim Kyok-sik in November 2008.

India welcomed President Obama’s initiative to hold a Summit on Nuclear Security. “I expect the Summit to focus on nuclear terrorism and proliferation of sensitive nuclear materials and technologies. These are legitimate concerns which require firm responses”, said the Prime Minister on his way to Washington. India also announced setting up of a “Global Centre for Nuclear Energy Partnership” in the country.

The United Nations Security Council Resolution 1887 which resolves to, “create the conditions for a world without nuclear weapons, in accordance with the goals of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT)”, heralds the beginning of a difficult period for Indian diplomacy facing varied dilemmas on the country’s nuclear identity. The Ministry of External Affairs preempted the UN Resolution by a letter to the United States as the current President of the Security Council stating India’s well established position on NPT, testing and universal disarmament.

K Santhanam, an influential Director in the DRDO during the 1998 nuclear test site preparations raised a storm during the month indicating that the yield of India’s thermonuclear explosion or hydrogen bomb was actually much below expectations and the tests were a fizzle, implying it failed to meet the desired yield. India conducted five nuclear tests at the Pokhran test range.

A controversy over Myanmar’s quest for possession of nuclear weapons emerged with a report by two defectors to an interviewer of the Sydney Morning Herald carried by many news agencies that the country was planning to acquire nuclear weapons. The defectors also claimed that Myanmar had supplied "yellowcake" uranium to North Korea and Iran. The defectors codenamed Moe Jo and Tin Min reportedly told Australian investigator Desmond Ball that the military junta has nuclear ambitions that far exceed its official line.

North Korea Relents to International Pressure North Korea during the month relented to international outcry against the nuclear test held in 2006 by agreeing to close down the main nuclear reactor and gradually undertake the process of disarming atomic weapons in exchange for $ 400 million of oil, fuel and economic and humanitarian aid. The results were a success for the ongoing six nation party talks between North Korea and the United States, Japan, South Korea, China and Russia. The first tranche of aid is to be delivered within 60 days of shutting down of the nuclear plant and a further 950,000 tons of fuel once it reverses nuclear capability.
