Defence Procurement: Transparency versus Urgency of Acquisitions

Procurement of various kinds of defence equipment/platforms including arms is made by the Government from various indigenous as foreign sources to meet the requirements of Armed Forces. This is a continuous process based on the technological changes, threat perception and available resources and is undertaken in accordance with the defence procurement procedures. The import option is exercised when it is necessary to procure the items within a definite timeframe on operational grounds to bridge the capability gaps and normally when such equipment cannot be sourced indigenously within a specified timeframe. |

‘Tarkash’ Stealth Frigate Launched

The second of the three follow on Talwar class stealth frigates being built by Yantar Shipyard, Kaliningrad, Russia was ceremoniously launched on 23 Jun 10. The frigate, christened ‘Tarkash’ during the ceremony, belongs to the elite Talwar Class of ships, three of which namely Talwar, Trishul and Tabar are already in service with the Indian Navy. The first follow on ship, christened ‘Teg’ was launched on 27 Nov 09. Their mission in Navy spans the entire spectrum of Naval warfare, viz Air, Surface and Sub-surface. The ships are capable of operating in Blue waters, and are at the forefront of the Indian Navy task forces. |

DRDO Relations with the Services

The Debate on relationship between DRDO and Services was thrown open by remarks of the DRDO chief Dr VK Saraswat when he said that self-reliance in critical defence technologies cannot be achieved by the premier defence R&D organization alone. In a terse statement at an award ceremony, he called upon the three Services to overcome their temptation to induct the latest weaponry from abroad. |

India successfully carried out user tests of indigenously developed, nuclear-capable, short range ballistic missile (SRBM) Agni-1 from the Integrated Test Range (ITR) at Wheeler Island. "It was a fantastic mission carried out by the Indian Army. The test-fire of the Agni-I missile met all parameters," director of ITR S P Dash said. |

The Ministry of Defence Report Annual Report covers the period from April 2009 to March 2010. Apart from covering Indo Pakistan and Indo China relations the current report has lauded cooperation with Bangladesh thus, “Relations with Bangladesh have been strengthened since the restoration of multiparty democracy in that country. India is appreciative of the increasing cooperation with Bangladesh in security matters, especially vis-ŕ-vis Indian insurgent groups operating from its territory”. |

Indian Navy hosted the largest four-day naval war-game, Milan-2010, involving 12 nations in the Asia Pacific region from 4 February in which means to counter terror threats to coastal and island territories was debated keeping in mind the attacks in Mumbai. “There would be a discussion (during Milan-2010) on maritime terror and the means to counter the attacks like what happened in Mumbai,” Assistant Chief of Naval Staff (Foreign Cooperation and Intelligence), Rear Admiral Sudharshan Shrikhande told reporters. |

Vayu Shakti – The First Fire Power Demonstration at Night

In a first ever display of its precision strike capability by night, a mammoth fire power demonstration (FPD), codenamed ‘Vayu Shakti-2010’, showcased the operational capabilities of IAF by day, dusk and night at the sprawling Chandan Air-to-Ground Range, Pokharan on February 28. The FPD demonstrated the day and night employability of air power by frontline fighter aircraft of the IAF including Su-30 MKI, Mirage-2000, Jaguar, Mig-21 and Mig-29. |
