India, Russia Expand Defence Cooperation

India and Russia unfolded a new chapter in defence cooperation with an extensive joint `Indra' counter-terrorism exercise involving combat drills in a semi-urban and mountainous environment. The 10-day "battalion-level'' exercise was held at Chaubattia near Ranikhet in Uttarakhand, involving a large Russian contingent of 257 personnel from its Southern Command. This exercise is the third in the Indra series.

The government claimed that the security forces had regained control over 10,000 sq km area dominated by the Maoists of a total of 40,000 sq km in Chhattisgarh, Jharkhand, Orissa, Bihar and West Bengal for last several years. "We have got maximum gain in Chhattisgarh. We hope that the success will continue in the coming days," a source was reported by the media. This success was attributed to a combination of State police and over 60,000 central paramilitary forces carrying out sustained operations with effective intelligence.

Dr V.K. Saraswat, Director General of the DRDO confirmed that the Agni-V Intermediate Range Missile will be test fired in 2011. "Agni-V should be ready to be test-fired anytime next year. It is an intermediate-range ballistic missile. Over the past 15 years, the successful launches of the Prithvi, Agni and BrahMos missiles have proved that the country's missile programme has reached a mature level," he said. However user trial of nuclear capable Prithvi-II ballistic missile failed as the missile could not take off from the Integrated Test Range at Chandipur off the Orissa coast due to a technical problem.
Russia – India Sign Agreement for Setting up of JVC MTA

The effort to design and develop a Multirole Transport Aircraft (MTA) by India and Russia received a significant boost with the signing of shareholders agreement for setting up of a joint venture company. A Joint Venture will now be formed between Hindustan Aeronautics Limited and the Russian Partners namely United Aircraft Corporation & Rosoboronexport to Co-develop and Co-produce Multirole Transport Aircraft (MTA).

US firm General Electric Aviation has reportedly won the contract for supplying GE F414 engine for the Light Combat Aircraft (LCA) being developed by the DRDO as per reports in the Hindustan Times as well as Times of India on 01 October. The contract is likely to be for 100 engines though 140 aircraft are to be built other aircraft may have the Kaveri engine which is under development by the DRDO.

The Prime Minister of Poland, Mr. Donald Tusk and his wife Mrs. Malgorzata Tusk visited India from September 6 to 8, 2010 while this was essentially to reestablish links after the grave tragedy in the unfortunate accident of the TU 154 and led to signing of an agreement on culture, defence relationship was also flagged. Ms B.B. Harrison, Joint Secretary (Central Europe) in Ministry of External Affairs highlighted in a Press Conference, “Defence cooperation with Poland began in early 1970s when, as you know, much of our defence equipment is of Soviet origin. So, Poland had at that time supplied us spares as well as technology for maintaining and upgrading several kinds of equipment, including something that they are currently interested in supplying to us also is tank recovery vehicles.

IBSAMAR Progresses off Durban, South Africa

The Indian Ocean region off Durban is abuzz with activity as 11 ships of the navies of India, Brazil and South Africa engage in nautical exercises as part of the ongoing IBSAMAR, India-Brazil-South Africa Maritime (Exercise). This, the second edition of IBSAMAR scheduled from 13 – 27 Sep 2010, is slated to be a multi-dimensional exercise where in various naval scenarios are being exercised.
Indo Japan Relations – Strategic Dialogue Concluded

4th round of the India-Japan Strategic Dialogue was concluded in New Delhi. The Indian External Affairs Minister thanked Japan for continuing Official Development Assistance to India as well as assistance to flagship infrastructure projects like the Dedicated Freight Corridor, the Delhi-Mumbai Industrial Corridor and the establishment of IIT-Hyderabad. Japanese Foreign Minister Mr Okada reiterated Japan’s commitment towards these projects. A significant marker is Japan’s decision to commence negotiations on a bilateral Agreement on the Peaceful Uses of Nuclear Energy and consultations within the G-4 process for reform of the United Nations including its Security Council.

The Defence Technology Commission is expected to expand the scope of technology development by the Defence Research and Development Organisation (DRDO). The role of Defence Technology Commission (DTC) will be to issue policy guidelines for (DRDO) with an aim to enhance self-reliance in Defence preparedness. DRDO will provide inputs on issues related to the technologies and systems through Secretary, Department of Defence R&D. The Secretariat of DTC will be run by the DRDO.

Procurement of various kinds of defence equipment/platforms including arms is made by the Government from various indigenous as foreign sources to meet the requirements of Armed Forces. This is a continuous process based on the technological changes, threat perception and available resources and is undertaken in accordance with the defence procurement procedures. The import option is exercised when it is necessary to procure the items within a definite timeframe on operational grounds to bridge the capability gaps and normally when such equipment cannot be sourced indigenously within a specified timeframe.
