Progress Highlighted inMinistry of Home Affairs Monthly Report Card
As per norms established by Mr P Chidambaram, progress of actions by the Home Ministry during the month was presented on 31 May. Many key issues werecovered, those related to counter terrorism and general law and order includefiling of a combined charge sheet on May 17, 2010, by the NIA in the Goabomb blast cases of December 11, 2009against 6 accused, 2 of who had died in the blasts. On May 25, 2010, ATS, Maharashtra arrested one of the prime suspects in the Pune blast case (of February 13, 2010).
In order to further strengthen security at airports and other vital installations 1,090 additionalposts have been created in the CISF to include IGI 879 posts, Indira Gandhi Memorial &Museum 40 posts, Reliance refinery, Jamnagar 105 posts, Wipro complex,Bangalore 66 posts. Security arrangements for the Commonwealth Games werereviewed in consultation with Delhipolice and the CPMFs. 6 companies of CPMF were deployed for the test eventsheld from May 23-30, 2010. National Population Register [NPR] for thecoastal areas has been completed in seven States and four UnionTerritories [UTs] and will becompleted in the remaining two States of Maharashtra and West Bengalby June, 2010. Biographical details of approximately 115 lakh persons andbiometric details of approximately 60 lakh persons have been collected so farunder NPR in the coastal areas.

Theprogress in procurement of stores, weapons and equipment as well as laying outthe infra structure for the internal security forces under the present HomeMinister has been impressive. He has also been sharing the information with thepublic regularly with the monthly conferences leading to greater transparencyin the system that is welcome.
Whatis now required is capacity building to ensure that the infrastructure createdis transformed into capability on the ground by efficiency and effectiveness.Here there are likely to be massive challenges as there are inadequacies inleadership in numbers, massive deficiency in capability in terms of grapplingwith the insurgents as training of the police is not adequate. Thustransforming investments into capacity is becoming a challenge.
Parliamentary Committee on Home Affairshas suggested greater involvement of Panchayati Raj Institutions indevelopmental activities, improving the service conditions of para-militaryforce personnel and promoting cordial relations between local people andsecurity forces as some measures to improve the internal security ambience.
