India, Russia Expand Defence Cooperation

India and Russia unfolded a new chapter in defence cooperation with an extensive joint `Indra' counter-terrorism exercise involving combat drills in a semi-urban and mountainous environment. The 10-day "battalion-level'' exercise was held at Chaubattia near Ranikhet in Uttarakhand, involving a large Russian contingent of 257 personnel from its Southern Command. This exercise is the third in the Indra series.

Indo French defence cooperation comprises of training exercises as well as supply of major platforms and accessories over a period. The French Chief of Defence Staff Admiral Edouard Guillaud’s visit to Delhi was opportune with $2.1 billion deal to upgrade the 56 multi-role Mirage-2000 in the offing. The cost factor has reportedly narrowed down.

GE 414 for the LCA, Will MMRCA Go to F/A 18 or Gripen?

US firm General Electric Aviation has reportedly won the contract for supplying GE F414 engine for the Light Combat Aircraft (LCA) being developed by the DRDO as per reports in the Hindustan Times as well as Times of India on 01 October. The contract is likely to be for 100 engines though 140 aircraft are to be built other aircraft may have the Kaveri engine which is under development by the DRDO.

A high-level delegation including the Defence Secretary Shri Pradeep Kumar, Lt General Bikram Singh, Vice Admiral DK Joshi and Air Marshal AK Gogoi accompanied the Minister.
India Poland Defence Cooperation

The Prime Minister of Poland, Mr. Donald Tusk and his wife Mrs. Malgorzata Tusk visited India from September 6 to 8, 2010 while this was essentially to reestablish links after the grave tragedy in the unfortunate accident of the TU 154 and led to signing of an agreement on culture, defence relationship was also flagged. Ms B.B. Harrison, Joint Secretary (Central Europe) in Ministry of External Affairs highlighted in a Press Conference, “Defence cooperation with Poland began in early 1970s when, as you know, much of our defence equipment is of Soviet origin. So, Poland had at that time supplied us spares as well as technology for maintaining and upgrading several kinds of equipment, including something that they are currently interested in supplying to us also is tank recovery vehicles.
IAF Will Field 242 Sukhoi 30 MKI

The Cabinet Committee on Security cleared one of the biggest defence orders of recent times as per the Times of India valued at almost Rs 15,000 Crore for an additional 42 Sukhoi-30 MKI fighters. This will take the Sukhoi fleet of the Indian Air Force to 272 when all the aircraft are delivered by around 2018. Hindustan Aeronautics Limited (HAL) will begin manufacture of the 42 aircraft sometime in 2014, each costing in the range of Rs 350 Crore. The Su 30 order book started with 50 fighters, followed by licensed production of 140, to which another 40 were added. The present order for 42 fighters is up scaled from 40, with two more added to make up for the two crashed fighters.

Indian Chief of the Army Staff, General V K Singh, on a four-day visit to Bhutan, was granted an audience by His Majesty the King and also met the Prime Minister assuring them of India’s continued support to security of the mountain Kingdom. Singh has a special understanding of the country having served as an instructor at the Indian Military Training Team (IMTRAT) in Bhutan from 1979 to 1981.

As per norms established by Mr P Chidambaram, progress of actions by the Home Ministry during the month was presented on 31 May. Many key issues were covered, those related to counter terrorism and general law and order include filing of a combined charge sheet on May 17, 2010, by the NIA in the Goa bomb blast cases of December 11, 2009 against 6 accused, 2 of who had died in the blasts. On May 25, 2010, ATS, Maharashtra arrested one of the prime suspects in the Pune blast case (of February 13, 2010).

The 6th international Exhibition on Land and Naval Defence systems (Def Expo 2010) which concluded has been a tremendous success as per the Ministry of Defence. Over 1,26,000 visitors including 85,000 business visitors came to the exhibition. The four-day event was the largest ever Defence Exposition in Asia and showcased India’s emergence as an attractive destination for investment in the Defence Sector and provided a platform for alliances and joint ventures in Defence industry.

About 10 offset contracts have been signed so far under the extant Defence Procurement Procedure. The companies with whom the offset contracts have been signed include M/s Rosoboronexport Russia, M/s RAC MiG Russia, M/s Fincantieri Italy, M/s Lockheed Martin USA, M/s Boeing USA, M/s Elta Israel, M/s Israel Aerospace Industries Israel and M/s Rafael Israel. The estimated value of the offsets involved in these contracts is over Rs. 8909 crores.

India’s omnipresent acquisition woes are likely to continue in the days ahead if the reports coming from the current discussions on the issues of corruption and black listing are to be believed. As the government has not allowed those companies which had been involved in shady deals with the former head of the OFB Mr Ghosh to proceed with the business they were conducting with the Ordnance Factories as well as the services, it was important that a clarification be obtained from the Central Vigilance Commission and it is apparent that this has been now done with a view to ensure that probity is maintained.

The procurement schedules of Patrol Vessels, Interceptor Boats, Surveillance Aircraft and Radars planned to enhance coastal security was also reviewed during the meeting
