123 Agreement: Snatching Defeat from the Jaws of Victory
An Agreement that accords the status of a nuclear power to a country, provides leeway to keep one thirds of its nuclear reactors outside the purview of the International Atomic Energy Agency (IAEA), precludes signing of the Nuclear Non Proliferation Treaty (NPT) and is guaranteed nuclear supplies for peaceful purposes by 45 nations should be a win-win treaty in all respects. The Draft 123 Agreement, which was released to the public on 3 August is perhaps one such treaty which ironically became the subject of intense debate and discussion in India as well as in the neighbouring countries Pakistan and China. |

India's Defence Budget : In China's Shadow?
An increase in defence outlay of Rs 10,000 Crore (Over US $ 2 billion) by India"™s Finance Minister Mr P Chindabaram evoked cheery response from most defence watchers including the Defence Minister Mr. A K Anthony. The Finance Minister fell short of the Rs 100,000 Crore target ($ 23 billion) anticipated by many analysts by Rs 4000 Crore($ . 8 billion). The surrender of Rs 3000 Crore ($ .6 Billion) during the current financial perhaps prevented Mr. Chidambaram from meeting this landmark. But soon India"™s Defence Budget was to be overshadowed by China"™s which was almost double the size. |

There is an apparent change in the Indian government policy on the Boundary issue with China with adoption of the principle of, "śgive and take" as opposed to 1962 Resolution of the Parliament. The 11 th Round of talks between National security advisor M.K. China is set to enhance its amphibious warfare capability, an ample warning to Taiwan by purchasing six heavy hovercrafts. These are the 540 ton Zubr LCAC which has speeds in excess of 60 knots, operating range of 300 nautical miles and can carry up to a battalion worth of troops capable of independent tactical missions or three 50 ton tanks denoting a troop. Six crafts will provide the PLA a capability to easily deliver a brigade worth combat power in an area of its choosing. |

The Chinese claim to have killed 18 terrorists and arrested 17 supposedly of the Eastern Turkistan Islamic Movement (ETIM) in a hide out in Kesilafu, Akto county Kizil Kyrgyz Autonomous Zone. The population in the area is mixed, Tajik, Kyrgyz as well as Uighurs. The area is remote with a large number of coal mines and people still living in caves.
